LPG Subsidy Rule From October 1: Aadhaar Biometric Authentication Mandatory for Subsidised Refills
New Delhi: Domestic LPG consumers will need to complete Biometric Aadhaar Authentication (BAA) to book subsidised LPG refills at the regulated retail selling price from October 1, 2026.
The Ministry of Petroleum and Natural Gas announced the change on September 19. The government says the move is aimed at ensuring that subsidised LPG reaches genuine and eligible households.
As of September 19, 27.43 crore active domestic LPG consumers, or 89.9% of the total, had already completed biometric Aadhaar authentication. These consumers do not need to take any further action.
What changes from October 1?
Consumers who have completed authentication can continue booking their LPG refills as usual.
For consumers who have not completed BAA, subsidised refill booking at the regulated retail selling price will be enabled after authentication is completed.
The government has clarified that consumers who do not wish to complete biometric authentication can still receive LPG. They can register their choice through their oil marketing company’s available digital channels.
Such consumers will receive 5 kg or 10 kg cylinders at the applicable market price without subsidy, subject to local availability.
How to complete LPG Aadhaar authentication
Consumers have several options to complete the process:
During LPG delivery: The delivery person can complete authentication using the OMC mobile application.
At the LPG distributor: Consumers can visit their distributor’s showroom.
Through OMC mobile apps: Authentication can be completed through apps such as IndianOil ONE, HelloBPCL and HP PAY.
The government has also provided video guidance for self e-KYC through the PMUY portal.
Why has the government introduced this requirement?
According to the Petroleum Ministry, Aadhaar authentication is intended to improve the targeting of LPG subsidies.
The system can help identify duplicate or ineligible connections. It is also designed to reduce diversion of subsidised domestic LPG for commercial and industrial use.
LPG subsidy authentication deadline
Consumers who have not yet completed biometric Aadhaar authentication are being advised to finish the process before October 1, 2026.
The government had previously set several deadlines. These were extended multiple times to give consumers additional time. The final earlier deadline was September 14.
How many consumers have completed authentication?
The latest government data shows that 89.9% of active domestic LPG consumers had completed BAA by September 19.
This represents 27.43 crore consumers across the country.
The government said Oil Marketing Companies have been running outreach campaigns since October 2023. These included SMS and WhatsApp messages, distributor-level follow-ups and special authentication camps.
