Mallikarjun Kharge Writes to PM Modi Over Delimitation, Parliament Session Delay and Possible Special Session

New Delhi, August 27, 2026: Congress president Mallikarjun Kharge has written to Prime Minister Narendra Modi over the delimitation issue and the delay in formally proroguing Parliament’s Monsoon Session.

Kharge also referred to remarks by Union Parliamentary Affairs Minister Kiren Rijiju about the possibility of another sitting of Parliament.

The Congress chief renewed his demand for an all-party meeting on the government’s proposed delimitation exercise. He also sought adequate time for political parties and state governments to study the proposals.

The letter comes after Rijiju spoke about the possibility of Parliament meeting again during a television interview on Wednesday evening.

Rijiju did not confirm that a special session had been decided. He said the government would decide when Parliament should be called again.

Kharge Raises Questions Over Monsoon Session

Kharge also questioned the delay in formally proroguing the Monsoon Session.

Parliament was adjourned sine die on August 13. However, the formal prorogation had still not taken place, leading to speculation about a possible further sitting.

Kharge linked the delay with the possibility of another Parliament sitting. He said the government should first consult political parties on the delimitation proposals.

The Congress president had earlier written to PM Modi on July 16. At that time, he sought an all-party meeting before any revised delimitation proposal was introduced.

Delimitation Debate Gains Momentum

Delimitation has become a major political issue in 2026.

The proposed exercise is closely linked to the future allocation of Lok Sabha seats. Opposition parties have raised concerns about its possible impact on the political representation of different states.

The issue is also connected with the implementation of the women’s reservation law.

The government’s earlier constitutional amendment proposal did not secure the required two-thirds majority in the Lok Sabha in April.

Kharge has maintained that political parties should receive sufficient time to examine any revised proposal.

Congress Seeks Wider Consultation

The latest letter signals that Congress intends to keep pressure on the Centre over the issue.

Kharge has called for consultation before any fresh legislative move. He has also stressed the importance of giving state governments and political parties enough time to study the details.

For now, the government has not officially confirmed a new special session of Parliament.
