Manipur Government Imposes Curfew and Internet Ban Amid Student Protests in Imphal Valley

*Imphal*: The Manipur government on Tuesday, September 10, 2024, imposed a curfew in two districts and suspended Internet services in five districts of the Imphal Valley as student protests over escalating violence entered their second consecutive day. Tensions flared as students clashed with security forces in Imphal, resulting in more than 50 injuries.Protests turned violent when security personnel intervened to prevent students from storming the Raj Bhavan and the residence of Chief Minister Nongthombam Biren Singh, located just 200 meters apart. Among the injured was a girl admitted to the Intensive Care Unit at the Regional Institute of Medical Sciences in Imphal, according to medical authorities.Anticipating unrest, the Imphal West administration imposed a curfew from 5 a.m. to 10 a.m., but students defied the orders and gathered near the Khwairamband all-women market. When protesters attempted to march to the Raj Bhavan, security forces used tear gas to disperse the crowd. Scuffles broke out, prompting police to fire tear gas shells to control the demonstrators.Students from Manipur University also held a protest march, demanding the removal of State Security Adviser Kuldiep Singh and Director General of Police Rajiv Singh, whom they accused of failing to protect citizens amid the rising violence. Protesters further called for the resignation of all Members of the Legislative Assembly (MLAs) on “moral grounds.”As more men and women joined the protests, some demonstrators tore down posters of Prime Minister Narendra Modi and Chief Minister Biren Singh. In response, the Imphal West district authorities reimposed the curfew at 11 a.m. Similar curfew orders were issued in Imphal East, while prohibitory orders under Section 162 of the Bharatiya Nagarik Suraksha Sanhita were enforced in the Thoubal district.To curb the unrest, the State’s Home Department suspended all mobile Internet services, lease lines, broadband, and VPN services in five districts of the Imphal Valley for five days starting at 3 p.m. on Tuesday. The move was aimed at “thwarting the design and activities of anti-national and anti-social elements, maintaining peace, and preventing any loss of life or property.”In addition, the Education Department ordered the closure of all schools and educational institutions until Thursday as a precautionary measure.
