Hyderabad, August 12, 2026: Telangana Chief Minister A. Revanth Reddy directed officials to recover the entire amount owed by rice millers against the value of paddy supplied to them. He said the government would adopt a supportive approach towards millers operating with a genuine business intent, while taking strict action against those deliberately attempting to evade payments.
The Chief Minister reviewed the functioning of the Civil Supplies Department along with Minister N. Uttam Kumar Reddy at MCRHRD Institute. He said the previous government had allowed thousands of crores of rupees in dues to accumulate and criticised attempts to shift responsibility for the issue onto the present government.
Officials informed the Chief Minister that some progress had already been made in recovering outstanding dues. Revanth Reddy stressed that every rupee linked to every grain of paddy must be recovered and instructed officials to formulate clear procedures for the recovery process.
He directed that the proposed guidelines be submitted to the Cabinet Sub-Committee for examination. After its review, the government would take an appropriate decision. The Chief Minister also said paddy allocations to chronic defaulters could be diverted to Self-Help Groups (SHGs), with milling responsibilities entrusted to women’s groups.
Focus on Paddy Storage Infrastructure
Expressing concern over recurring storage problems during every procurement season, the Chief Minister instructed officials to prepare an action plan well in advance. He directed officials to launch a pilot project for establishing silo bags in high-paddy-producing districts including Nalgonda, Suryapet, Nizamabad, Peddapalli and Kamareddy.
He said 50 to 100 acres per Assembly constituency would be considered for silo-bag facilities under Self-Help Groups. A meeting involving the Ministers of Revenue, Civil Supplies and Women & Child Welfare would be convened to work out the implementation framework.
The Chief Minister also suggested exploring large platforms and German tents for temporary paddy storage, particularly where suitable land is available under the Viksit Bharat-related infrastructure initiative. Officials were instructed to identify private warehouses, function halls, old theatres and other suitable sheds at mandal and village levels in advance and take them on lease for paddy storage.
The review meeting was attended by CM Principal Secretary V. Seshadri, TGCivilSupplies Commissioner Stephen Ravindra, South India Rice Millers Association President Thoodi Devender Reddy and other senior officials.
