*Hyderabad, October 2024* – The Ministry of Personnel, Public Grievances & Pensions has rejected IAS officer Amrapali Kata’s request for allocation to the Telangana cadre. Amrapali Kata, who hails from the 2010 Andhra Pradesh cadre and had been serving as the Greater Hyderabad Municipal Corporation (GHMC) Commissioner, sought to be considered a Telangana domicile. However, her request has been officially denied following the recommendations of the Khandekar Committee.The officer’s request for cadre transfer was based on her claim to be an insider of Telangana, a claim rejected by both the Khandekar and Pratyush Sinha Committees, which handled officer allocations after the bifurcation of Andhra Pradesh in 2014. Amrapali Kata had initially cited her permanent address as Vishakhapatnam in her UPSC forms, which led to her allocation to the Andhra Pradesh cadre.In its detailed report, the Khandekar Committee noted that Amrapali Kata’s request to switch cadres was not aligned with the established guidelines that had been approved by the High Court. The committee emphasized that her attempt to challenge the guidelines, which were applied uniformly during bifurcation, would be discriminatory and amounted to overstepping into policy matters.The Ministry accepted the committee’s recommendation, reaffirming that all officer allocations were conducted in a fair and uniform manner based on factual records. As a result, Amrapali Kata is now required to transition back to the Andhra Pradesh cadre following the official rejection of her request.This development marks the end of Amrapali Kata’s tenure in Telangana, where she had served in key positions, including as GHMC Commissioner. She will now return to Andhra Pradesh as per the cadre allocation guidelines.
