Telangana HC Slams HYDRA for Aggressive Actions, Questions Army-Style Vehicles and Demolition Drives

The Telangana High Court has once again taken a serious view of HYDRA’s (Hydra Disaster Response & Asset Protection Agency) recent activities. The court strongly criticized the use of army-style vehicle colors, questioning whether the agency was “heading to war” rather than carrying out civic duties.

  • Army-Style Paint on Vehicles
    The bench questioned why HYDRA vehicles were painted in military camouflage, suggesting it could intimidate citizens instead of reassuring them.
  • Demolitions Without FTL Assessment
    The court expressed disapproval over demolitions conducted without first determining the Full Tank Level (FTL) of local water bodies — a legal requirement in such cases.
  • Encroachment on Private Land
    In a petition by Venkateshwara Rao, who owns 1.07 acres in Khanamet village, Ranga Reddy district, allegations were made that HYDRA interfered with his land despite ongoing court proceedings.

    Justice B. Vijaysen Reddy stressed that while government land must be protected, rushing into action without procedure creates unnecessary hardship for the public.
  • Flood Prevention Measures Questioned
    The court asked whether any preventive measures were taken to avoid flooding in the catchment areas, especially when stay orders were absent.
